Null Portal

This application was developed under contract to MIT in order to allow Sakai tools to be invoked from their
course management system called Stellar.  Null-portal accepts servlet style requests from tomcat and forwards
them to the appropriate Sakai tool.  User and tool session along with tool placement and context are maintained.


Note on initial checkin:

I started to try and make this work in the Sakai 2.2 environment, but ran out of time before the 5th Sakai
conference in Vancouver.  It doesn't compile at this point in time largely due to references to various 
Sakai services that are not correctly set up yet.  I'll fix this as time allows, but wanted to get the code
up on contrib before the conference.
