Small groups are expanded to show all the users in the list individually. Large groups are collapsed into a single row (with no user) to prevent the page from growing too large. The current user is always shown in the list.
When you allow someone to look at the resource you grant them see and view access, when you allow someone to change the resource they get see, view and edit access.
